The Department of Transportation (DOT), US Department of Agriculture (USDA), and International Air Transport Association (IATA) have established strict guidelines for transport of all live animals. As a shipper/transporter you are responsible for taking all the necessary precautions to ensure the well-being of animals and the persons handling them. Scope These guidelines apply to persons moving animals to, from, and on campus in any research or teaching activity that has been reviewed and approved by the ACUC in a protocol. The collection of animals during field trips is also included, whether or not any animals are returned to campus. These guidelines apply to all animals approved for use in these protocols, including rodents, rabbits, other mammals, birds, amphibia, reptiles, and fishes. A risk assessment should be performed as each taxon is different in the challenges it presents in terms of air or water quality, space for postural adjustment while restraining the animal, naturally-occurring diseases, natural defense mechanisms (skin toxins, claws, biting, spines, poisons, venoms), contact with physiological fluids (urine, feces, saliva, blood), etc. The persons or users to whom these guidelines apply include all faculty, staff, students, and volunteer employees involved in the transport of animals. While driving on University business, classroom instructors and research investigators must assume overall responsibility for personnel and for animal welfare. Only an employee can be authorized to drive on University business. If the academic department desires to have a student or intern drive, the individual must be officially registered as a volunteer employee. Additionally, it is the responsibility of the manager authorizing the transport/ travel to ensure that all of the requirements for authorizing an employee to drive have been met. These guidelines do not extend to personally-owned animals housed permanently on campus, for example, animals in an aquarium or terrarium in an office or horses being boarded. Nor do they apply to food and fiber research or animals used in teaching standard agricultural industry practices with domesticated species unless such use is covered by an ACUC animal use protocol. These guidelines are not meant to contradict, and may be superseded by, the CPP policy statement regarding animals on university premises (1). Procedures General transportation requirements: The ACUC is responsible for oversight of these animal transportation guidelines, can grant exceptions when it is considered in the best interest of the animal(s), and will advise on issues regarding animal transportation. Newly transported animals should be given a period for physiologic, psychological, and nutritional stabilization before their use. The length of time will depend on the type and duration of animal transportation, the species involved, and the intended use of the animals. Facilities receiving animals typically require health assurance information before they will accept the animals. The principal investigator is ultimately responsible for the transportation issues pertaining to his or her protocol, inclusive of the following: Minimizing transit time Minimizing the risk of zoonosis (diseases communicated between animals and humans) and other occupational health standards, which may include the conduct of a risk assessment Protecting against environmental extremes (heat, cold, too much or too little moisture) Avoiding overcrowding Providing food and water as appropriate Protecting against physical trauma Physically separating animals by species to prevent interspecific disease transmission, to eliminate anxiety and possible physiological and behavioral changes due to interspecific interactions. To prevent escape and for maximum welfare, amphibians should be transported in closed containers or securely tied wet cloth sacks. They can be transported in boxes made of water resistant material and insulated foam shipping containers. Reptiles should be transported in dry cloth sacks. Venomous snakes or reptiles should be further enclosed in a metal or wooden box with insulation to prevent escape and possible bites to the handler. For the transport of both amphibians and reptiles on field trips (i.e., from field to campus), the temperatures must be maintained within the acceptable range depending on the species (i.e., 16o C to 28o C for most amphibian species). Ice packs or heat packs should be used when transporting the animals in extreme temperatures. The containers/sacks should be placed into a ventilated cooler with ice or cold packs. This maintains a constant cool temperature that prevents any possibility of overheating (e.g. desert trips in spring or summer), and safely reduces the metabolic rate of the animals thus reducing potential stress during extended transport. Exercising care in handling enclosures used to transport live animals. They must not be tossed, dropped, needlessly tilted, stacked in a manner which may reasonably be expected to result in their falling, or handled in any manner which may cause physical trauma or stress to the animals. Instructing colleagues to wear either leather or rubber gloves and wash their hands with soap and water after handling any of the animals covered in this statement of guidelines. Wearing of masks as appropriate to the situation (face shields around dirty water, N95 type masks for hanta virus, etc.) Filing health reports should animals become sick or injured during transportation Filing accident reports should personnel become sick or injured while transporting animals. Transportation on campus: The ACUC permits the transportation of animals in either a personal or government vehicle, but not in public transportation such as shuttles or buses. See section on transportation in a vehicle. Campus hallways and walkways are public and as such any movement of animals to another area such as a lab should be discrete and unobtrusive. Using opaque or shielded transportation containers will help to reduce animal stress. Animals can only be transported to facilities (e.g. laboratories, study areas) outside of their holding area for which the faculty member has obtained ACUC approval in the protocol. Note that housing animals in a lab for more than 12 hours requires special permission from the ACUC. Cages are not to be placed in public access hallways outside of laboratories. This practice may result in spread of disease to healthy rodent populations and campus personnel. Lost cages also contribute towards higher costs. Return all empty cages to the facility. Coordination with supervisors of the facilities sending and receiving the animal(s) is important to ensure that animals are transported properly. Transportation in a vehicle: In ones own (personal, private) vehicle: This practice is strongly discouraged. However, the ACUC will permit the transportation of animals in either a personal or government (state field) vehicle, and not in public transportation such as shuttles or buses. Be aware that personal vehicles are not covered by the Universitys insurance policy. If an incident were to occur during the transportation of an animal there would be no coverage for the vehicle. If an injury were to occur, University employee(s) would be provided coverage under workers compensation. Note: Check with your personal insurance carrier for any exclusion(s) that may preclude any type(s) of coverage when transporting an animal under these circumstances. When a vehicle is used, precautions must be taken to ensure the animals are maintained at the appropriate temperature, to minimize the transmission of disease between animals and humans, and to ensure adequate airflow to the animals. Rodents must be transported in the interior of the vehicle (i.e., front or backseat, not in the trunk), which must be maintained at 68-79 oF. Filter tops must be on cages at all times and must be secured to the cage (e.g., taped with the top and bottom together). Cages must not be stacked directly on top of each other obstructing air flow. Rodents should not be transported at a cage density of more than two times the standard housing density. Animals collected in sacks must be protected from accidental crushing. Placing them in some kind of open top box is sufficient for on-campus or short (<2 hours) off-campus transportation. For longer trips (e.g., extended field trips), the sacks are best placed into a ventilated cooler as described above. This will also reduce the chances of a sack getting lost under a vehicle seat. Occupational health issues for humans must be adequately addressed. The ACUC is concerned that persons with sensitivities or allergies to animals might be unknowingly exposed when they are subsequently in a vehicle that is not cleaned or decontaminated. The section of the vehicle where the animal cages are placed must be clean and cleanable. Recommendations include: Use a plastic sheet and possibly absorbent pads underneath caging to facilitate the removal of spills, hair, animal excreta, etc. Sprinkle commercial pet flea powder in and around the cages before transport to kill fleas from wild caught animals. Use bleach to disinfect the area where caging and animals have been. Transit time must be kept to a minimum. Dirty cages must be bagged in a plastic sealed bag. Transportation (shipping) by common carrier: The choice of carrier is subject to approval by the ACUC. The animal facility coordinator in Building 92 can assist in complying with state, federal, and international regulations pertaining to the shipment (import or export) of animals. The complexity of shipping requirements changes significantly depending on USDA/APHIS (Animal and Plant Health Inspection Service) certificate of veterinary inspection, quarantine requirements for some species, airline's established policy for the proper handling of the animals they transport, ambient temperature, holidays, etc. Transporting live or dead animals containing hazardous materials Transportation of hazardous materials in general poses special problems. This is significantly amplified (e.g., potential spread through excreta) when the material is contained in an animal. Therefore, it is important that appropriate precautions be considered both during the transportation and after the animals (or their tissues) have arrived at their destination. Due to complexity of these requirements, investigators planning to transport live animals containing radioactive materials or biohazards (e.g., human pathogens) or chemicals (e.g., carcinogens) must contact Cal Polys Environmental Health and Safety Office for advice. Personal vehicles are not to be used for the transport of live or dead animals containing hazardous materials.
